Ministry of Trade Mourns It’s Permanent Secretary
Ambassador Julius Onen, the permanent secretary ministry of Trade, Industry and Cooperatives died on Sunday night (10th March 2019) at Paragon hospital where he had been admitted.
He had just returned from India where he had gone to seek treatment.
Amb. Onen was born on the 4th of September,1948 at the Mission hospital at Aber.
He has been working as a Permanent Secretary since 2009.
He is remembered fondly in the Ministry of Trade for his firm but humorous leadership.
During His Era,the ministry has seen the birth of many mushrooming industries, the recapitalization of Uganda Development Bank,Revival of Uganda development Cooperation,the revival of Co-operative Union and the Buy Uganda, Build Uganda [BUBU] policy and several other policies.
He is remembered as a diplomat, excellent negotiator and one with moral clarity.
Mr Sam Kutesa, the Foreign Affairs minister, who was his boss as a diplomat, eulogized the late as a one who served his country with maximum dedication that left an indelible mark in Foreign Service.
The deceased has also been a Uganda Revenue Authority (URA) Board member.
MS Amelia Kyambadde, the Trade minister, said the deceased mentored her in several aspects especially policy aspects.
Deputy Chief Justice Owiny Dollo, the government representative at the Prayer mass said it is absurd the late Onen died at a time when he had started to help restructure the socio-economic life of Acholi after the insurgency which started in 1960s.
Onen was laid to rest on 16th March 2019 in Diima on the Kampala-Gulu highway.
